City boss Danny Wilson said that he had spoken to Wigan regarding the 26-year-old and, although the Robins' boss stated that no figures had been discussed, it is believed that wealthy Latics' owner Dave Whelan was willing to meet the club's valuation of the player.
"There was contact from Wigan with regard to Scott's availability. I turned them down flat, though no offer was made," confirmed Wilson.
Murray has been in impressive form throughout the season, scoring nine goals this season for the promotion-chasing Robins.
Wilson also dismissed speculation linking him with a move for Brentford's Martin Rowlands.
The former Sheffield Wednesday boss, who is keen to strengthen his squad, initially enquired about Rowlands earlier in the season but insists that a deal bringing the midfielder to Ashton Gate is far from imminent.
"We're exploring all options available to us but I've received no encouragement today," said Wilson.
"We're always looking for players but it's about getting the ones you want at a price you can afford."
