The Second Division outfit have been hot on the trail of Miller for the past few weeks and had hoped to tie up a deal for him this week.
However, Wigan have now emerged as contenders for Miller and the 20-year-old admits he is now considering the prospect of moving to The JJB Stadium.
City made a new bid for Miller on Monday evening, which they hope will seal the deal - but Wigan are likely to match any offer from Danny Wilson's side.
"I've spoken to Bristol City and had a tour of their stadium. I was very impressed," said Miller.
"But I have not signed a deal yet with anyone.
"Wigan Athletic are also keen and I know the Scots lads who used to play for Motherwell, Stephen McMillan and Lee McCulloch, have enjoyed a bit of success there.
"They gained promotion to the Nationwide First Division last season and that is a good standard of football."
Falkirk are still hopeful that Miller will stay for at least one more season with them, before departing for pastures new.
