Wigan had been on top throughout and Gary Teale sent a first-minute volley from the edge of the area flashing just wide.
Noel-Williams responded for the home side, forcing Wigan keeper John Filan into a smart save from John Halls' cross.
Stoke goalkeeper Neil Cutler did well to hold Jimmy Bullard's stinging free-kick and parried Jason Roberts goal-bound shot as the Latics looked to take the lead.
Alan Mahon fired wide from distance as half-time approached, but it was Stoke who made the breakthrough when Ade Akinbiyi swept home a John Eustace cross.
The second half was more even and less eventful before Jason Roberts was dismissed for kicking out at John Halls 14 minutes from time.
The decision inspired the 10 men as Liddell struck the bar and Jason De Vos was denied by the brilliance of Neil Cutler, before the equaliser arrived six minutes from time.
Alan Mahon drove his umpteenth cross into the danger zone, De Vos headed down and Ellington smashed his 15th goal of the season from four yards.
