The Austria international is set to join The Latics once the January transfer window opens, with Paul Jewell's side having agreed a fee with the player's Norwegian club to bring him to The JJB Stadium next month.
The 25-year-old, who played centre back against England in a the recent World Cup qualifier at Old Trafford, admitted that Wigan's prospects of winning a place in Europe come the season's end is what attracted him to the Lancashire outfit.
Speaking about his ambitions for European football, Scharner said: "That basically rules out playing for Birmingham.
"Wigan are sixth and have every chance (of getting a European place).
"I know what I'm worth and Birmingham are certainly not my first-choice club.
"If they approach me again, I will talk to them, but to me everything seems settled with Wigan.
"I played well against England, which is when Mr. Jewell saw me, and since then I have been watched by scouts regularly.
"I love English football. It has been my dream to play in the Premier League and now it has come true."
