Sunderland are keen on signing the England Under 21 international and have already seen one bid rebuffed for the full-back.
The Black Cats made an improved bid for Baines earlier this week, but again it was rejected by Wigan.
Latics boss Chris Hutchings is keen to keep hold of Baines, but admitted every player in his squad has a price at which he would be willing to do business.
"We've rejected another bid from Sunderland for Leighton Baines," Hutchings told the Wigan Observer.
"We don't want to let him go, but as I said all along every player has got their price.
"But we don't want to lose our best players because they are a big part of the future of this club."
Meanwhile, Ryan Taylor could miss the start of the new season because of injury.
Taylor is struggling with a plate which was inserted into his ankle last year after an operation on his broken leg.
The versatile performer has not been able to join in pre-season training so far this summer and Hutchings is unsure how long Taylor will be on the sidelines for.
"He can't train at the moment and will be resting for the next couple of weeks to see how it settles down," added Hutchings.
