The winger has been a long-term target for Gers boss Walter Smith, who tried to sign the 29-year-old in January.
Smith's persistence has now paid off, with Wigan confirming an undisclosed bid has been accepted.
The Latics have given McCulloch permission to speak to Rangers and the Scottish giants hopes to conclude a deal in the coming days.
Smith is keen to push through the transfer in time for McCulloch to join the club on the pre-season trip to Germany.
McCulloch joined Wigan in a £700,000 deal from Motherwell over six years ago and has scored 46 goals in 241 appearances for the club.
Meanwhile, new Gers signing DaMarcus Beasley is hoping the club can make a significant impact in the UEFA Champions League.
"We have to start by qualifying for the Champions League and we will take one game at a time against Kaunas or Zeta," Beasley told Rangers News.
"After that we will try to get as many good results as we can and we will see where the ride takes us.
"If luck is on our side we could go all the way and make it to the semi-finals and then the final, who knows?
"I am very ambitious and love to set goals, so with the players we have here at Rangers we can go a long way in Europe."
