The former Latics' Young Player of the Year will link up with Steve Cotterill's side in a bid to add to the experience that he has already gleaned from three Premiership appearances this season.
"We hope Charlie gets the first team experience he needs to develop further as a player," said Charlton boss Alan Curbishley.
"Recently we've seen the huge advantages of such experience for players like Scott Parker, Danny Shittu and Jon Fortune, so this is a great opportunity for Charlie."
Cheltenham are also hopeful that they may be able to reach an agreement with West Ham that will see Grant McCann's move to Whaddon Road become a permanent one.
"Grant has done well for us," said director Rod Burge, "Steve is interested in making it a permanent deal subject to agreeing something with West Ham."
