With The O's struggling defensively, Ling had hoped to bring the 20-year-old back to the club to reinforce their back line.
The Lewisham-born youngster enjoyed a successful spell at Brisbane Road last term, making seven appearances, but will not be returning.
Ling revealed worries over Richard Rufus' fitness mean The Addicks can not afford to loan out their cover, should Alan Curbishley call on the youngster.
Southampton's Garry Monk was another player The O's boss considered, however he has moved to Barnsley.
"It's a situation that needs rectifying," said Ling. "I went for Michael Turner because he did so well on loan for us at the end of last season and we know all about him.
"But he travels with Charlton's first team squad and with Richard Rufus still out they didn't want him coming to us on loan as they can't bring in anyone themselves until the transfer window opens.
"I had a look at a couple of others including Garry Monk from Southampton, but he's going to link up with Barnsley on loan so that was out of the question as well unfortunately."
