There had been suggestions that Murphy would be recalled to the England fold for the World Cup qualifiers against Austria and Poland.
England assistant coach Tord Grip had hinted that the midfielder would be in the squad, only for Sven Goran Eriksson to overlook Murphy.
Veteran full back Powell felt Murphy's form for Charlton warranted a call-up but, despite the player's own feelings, still believes there is a chance the former Liverpool man could force his way into the World Cup squad.
"Luke Young, Darren Bent are in there," Powell told Sky Sports News. "I really felt Danny should be in there on merit, definitely.
"There's been a few players included in the squad I felt may not have been in there instead of Danny.
"It is a shame. I know the sort of player Danny is and he will carry on delivering the goods and could push himself in the reckoning later on, maybe, for the World Cup."
Powell also hailed the impact of Bent at The Valley, following the striker's summer move from Ipswich Town.
Bent has already scored eight goals for The Addicks and Powell feels the youngster merits his England debut against Austria.
He added: "He is fantastic in the air and that's why this lone role suits him.
"He can finish well, is very pacey, can take players on and is good in the air. He sounds like the all-in striker I think he is."
Charlton skipper Young is likely to retain his place at right back and former England international Powell has been impressed by how his colleague has slotted in.
Powell continued: "The two games he has played in, he has performed very well.
"He has been consistent again for us, is our captain and is leading by example.
"I see no reason why Luke shouldn't play. I hope he plays in the two games coming up."
