The 22-year-old returns to the Whaddon Road outfit after putting pen to paper on a two-and-a-half deal with The Robins.
The Northern Ireland international enjoyed two loan spells with the Division Two strugglers, with the most recent spell occurring earlier this season.
He becomes new manager Bobby Gould's first signing since he took charge of the Gloucestershire club last week, following the sacking of Graham Allner.
McCann told the club's official website that he had been keen on a permanent move to Cheltenham since his first loan spell two seasons ago.
McCann said: "I've been wanting to come here ever since my first loan spell two seasons ago.
"Glenn Roeder turned down a couple of earlier moves for me but I'm glad that he has now accepted.
"When I went back from Cheltenham this season he told me I was in his plans and that he saw me as a long term replacement for Nigel Winterburn at left-back.
"But things have not worked out and I have been out of the first team squad.
"At my age now, I need to be playing first team football and hopefully Cheltenham will now give me that opportunity."
