The 31-year-old was one of 10 players to be released from Upton Park in May, when The Hammers were relegated from The Premiership at the end of last season.
Millers boss Ronnie Moore will take a closer look at Minto before deciding whether to hand him an offer with the South Yorkshire club.
The Division One side have also agreed terms with two more of their players, with number one goalkeeper Mike Pollitt agreeing a two-year extension with The Millers.
He is joined by 20-year-old defender Shaun Barker, who himself signed a two-year extension to his current deal at Millmoor on Monday.
The extension will keep the youngster at the club until the end of the 2005/06 season.
Barker made his first team debut last season and went on to make 11 appearances in total last term for The Millers.
