The Tykes agreed an undisclosed fee for Fallon on Monday and the 21-year-old has signed a two-and-a-half year deal with the Wiltshire-based outfit.
Fallon was pleased to move to The County Ground, despite the fine run of form that the Oakwell club have been in recently.
"I knew that Swindon had been after me for a little while but recently the interest popped up again, everything has happened quickly, but I am delighted to be here," Fallon told the club's official website.
"I was at Barnsley for six years, I joined as a YT (youth trainee) when I was 15 and progressed through to the reserves and then the first team. I enjoyed my time up at Oakwell but it was time for a change and here I am!
"It is a great challenge and I can't wait to get started."
Swindon boss Andy King has also swooped to sign Watford's Jerel Ifil to a third loan spell with the club.
Ifil joins The Robins, this time for a four-week spell, and will arrive at the club before their away trip to Oldham Athletic on Saturday.
Prior to this, Ifil had a six-match loan spell earlier in the season and despite King's interest in keeping the defender permanently, Hornets boss Ray Lewington signed him to a new two-year contract at Vicarage Road.
