McNamee has struggled to establish himself at Vicarage Road, with 30 of his 33 Hornets appearances coming as a substitute.
This term, the 19-year-old has been picked just twice by manager Ray Lewington and will be keen to get some playing time under his belt at Barnet.
Lewington feels McNamee will benefit from his stint in the Conference, particularly with a lack of reserve games on the horizon.
"It will be good for his development," Lewington told the club's official website.
"We haven't got a reserve game until January 13 so the more games he gets under his belt the better.
"It will be good for him to see how things are down in the lower leagues.
"It will benefit Anthony and Barnet. They know what type of player he is and he will see plenty of the ball.
"When teams hear about him he will be a marked man, it will be a good physical challenge for him."
