The midfielder joined Rangers from Watford in the summer after his contract at Vicarage Road expired.
However, as he was under the age of 24, QPR were required to pay a compensation fee, and the two clubs could not agree on a figure.
A tribunal has now set the fee, and Rangers admit they are pleased at the outcome.
"We are grateful to the tribunal panel for treating us fairly and for their reasonable assessment," Rangers CEO Mark Devlin told the club's official website.
"Watford were looking for considerably more and we are pleased with the outcome."
