The Hornets are looking to bring in Parkin with top striker Heidar Helguson set to leave the club in the summer.
Boothroyd has so far made two attempts to lure Parkin to Vicarage Road, but both cash-plus-player deals have been turned down by The Robins.
The Watford boss is now becoming increasingly frustrated by his attempts to sign Parkin, and may be forced to move on to other targets soon.
"I think [the lack of progress] is irritating," Boothroyd told the Watford Observer.
"Parkin is not the only target, and unless something happens soon I'll be looking to move somewhere else."
