The talented winger is out of contract next summer and The Owls had offered the 22-year-old a lucrative deal to stay.
Wednesday do not want to sell Brunt and have confirmed he will see out next season with Brian Laws' side.
"Chris won't be extending his contract," chief executive Kaven Walker told the club's official website. "Negotiations are now closed.
"We made him an extremely good offer but his representatives put a proposal to us that is a long way out of our scope.
"He will remain a Sheffield Wednesday player until the end of next season but we don't want to sell Chris, we want to get to the Premiership with Chris.
"He is a young player and he will not leave as a free agent because we have made him an offer of a contract which he has turned down."
