The 17-year-old is considered to be a hot prospect for the future and is looking forward to testing himself in England.
He will join Scotland internationals David Goodwillie and Jordan Rhodes in the Ewood Park ranks and hopes to be given an opportunity to help fire Rovers back to the big time.
Coogans told the Daily Record: "Airdrie have accepted a bid of £50,000 for me and I'm happy with the terms, we're just waiting for everything to be confirmed.
"I'm really looking forward to going full-time and playing in England with a huge club such as Blackburn.
"I'll be hooking up with Jordan Rhodes and David Goodwillie so we could have an all-Scottish front three.
"The club are only a couple of points from the play-off zone so it's possible they could be back in the Premier League next season, which would be amazing."
Coogans is looking to tread a similar path to another Airdrie academy graduate, with Tony Watt now a Scotland U21 international who is taking in a loan spell at Belgian outfit Lierse from Celtic.
He added: "Like Tony I joined Airdrie U17s and quickly moved up to the U19s.
"Then I scored four goals against Annan in a reserve game and was promoted to the first team.
"Tony has done really well and it would be great to follow in his footsteps.
"I could have joined Celtic after a trial in the summer but the money wasn't right for Airdrie so it didn't happen."
