The Blues' main two forwards used this season have been Lee Novak and Nikola Zigic, but they have only scored 11 goals between them.
Clark told the Birmingham Mail: "Ideally I would like another striker in and we're working extremely hard to try and do things.
"Nobody has to go, but there are only players who are terminating their contracts I can take on short term deals to the end of the season or loans."
Clark was reminded of a missed transfer target when Kevin Phillips came on as a late substitute for Leicester in the Championship leaders' 2-1 win at Birmingham on Tuesday night.
He added: "I haven't got the finances to go for experienced players. The experienced striker who came on (Kevin Phillips), I spoke to him before he went to Leicester but couldn't get anywhere near financially.
"And I know Kevin isn't motivated by that. It was the whole package with him. But we couldn't compete with what Leicester were putting on the table.
"But I did try, I did speak to him, because I wanted to make sure I gave it a go because sometimes if you don't ask you never know."
Clark is aware he is missing experience in his side, and reiterated he would want to bring in a couple of players before the transfer window closes.
"I don't think I have got an outfield player between the age of 25 and 30," he continued. "It's either players below that or over 30.
"They come at a premium those players because they are usually at their peak.
"We have got to get some defenders into the football club. But I am only allowed five loans in my 18."
