The Hungary midfielder had not featured for the Serie A side this season, having moved from Belgian side Genk in 2012.
Tozser, 28, hopes that the presence of two former team-mates in the Watford squad will help ease his transition to life in English football.
"Although Italy is a nice place and my family liked Genoa, I wanted to play football so I was optimistic about my future," said Tozser,
"I hope I'll meet their expectations. I have already had a warm welcome from Alexander Merkel, who I know from Genoa, and Daniel Pudil, who I played with for Genk.
"If my papers are alright - and the management agrees - then I can be in the squad for Brighton on Sunday.
