The £750,000 rated striker is keen to leave St Andrews in search of first team football but is unhappy at the offer put forward by The Eagles leaving the Morrison deal in doubt.
Birmingham have agreed a £3 million fee for the Irish international, 23, and an additional £500,000 if The Blues can avoid relegation from The Premiership.
Combined with the value of Johnson that takes the Morrison fee up to just over £4 million, a figure Palace chairman seems content with despite the bad blood with Steve Bruce over his premature departure from Selhurst Park.
The Blues are desperate to add Morrison to the front-line in time for the Premiership kick-off as they look to defy the odds and beat the drop.
Meanwhile, American international attacker Jovan Kirovski is close to finalising a free transfer to the Midlands club.
Bruce brought Kirovski to Palace during his spell at the London club and wants the former Manchester United man on the books at St Andrews for next season.
