The 29-year-old striker, who has won the Golden Boot in Brazil, Italy and Germany, ended his turbulent spell with the Bundesliga giants earlier this season by terminating his contract after falling out with the club.
"I'd sign a new deal with Dortmund if I'd believe that everything would be alright there again, but I don't have this feeling. I will sign a deal with Birmingham City. At the end of July I'll put pen-to-paper," Amoroso told German weekly Sportbild.
The former Brazilian international is currently undergoing a trial with Birmingham, but his attempts to win a permanent deal were dealt a heavy blow with the news that he had injured his calf.
Amoroso was the most expensive Bundesliga player ever when Dortmund paid Parma é¼25 million for his services in 2002 and his goals proved vital to help the club to the German Championship and into the Uefa Cup final that year, but his form has dropped significantly ever since and his controversial behaviour earned him few friends in Germany.
Dortmund's new coach Bart van Marwijk was reportedly ready to offer a second chance to the former Parma star, who had failed to impress during a trial with Scottish champions Celtic earlier this summer, but the player's resistance to part company with his advisors meant that the highly-gifted striker will not have any future at the Westfalenstadion.
At Birmingham Amoroso would have the chance to line up with another ex Bundesliga star, former Borussia Monchengladbach crowd favourite Mikael Forssell.
