The Senegal international has been on the cusp of leaving St Andrews for the bulk of the summer and saw a permanent move to Bolton Wanderers collapse.
Premiership new boys Palace showed their hand last week and contacted former Eagles boss Steve Bruce to discuss a deal for Cisse.
The Blues chief accepted Palace's request to take the 28-year-old to Selhurst Park for the impending season and the deal has now been wrapped up.
Cisse had attracted a wealth of interest as he headed for the Birmingham exit door after two years in the Midlands.
Leeds United had been among his suitors but Cisse was keen to stay in the top flight and has been granted that opportunity by Palace.
The African anchor man becomes Palace boss Iain Dowie's sixth signing of the summer as he seeks to establish the club in The Premiership.
