The Austrian stopper can play in midfield or defence and has alerted Bruce to his potential after the Blues boss made a scouting trip to Norway.
The giant 25-year-old is a powerful influence for the Bergen side and a move to St Andrews would obviously appeal.
"I believe they want me," he told Bergens Tidende.
"I heard from both Per-Ove Ludvigsen and Knut Kristiansen that Birmingham are interested."
Kristiansen, the player's agent, has urged Bruce to follow up his initial interest with a January move for Scharner when the transfer window reopens.
"I have told Birmingham that they should talk to Brann since they are interested," said Kristiansen.
The Midlanders will look at ways of strengthening their squad in the New Year, although Bruce is convinced their form will improve when some of his stars recapture their full fitness.
Bruce's initial target is believed to have been Start's 24-year-old left back Marius Johnsen.
