The 19-year-old has been hugely impressive this term and a clutch of clubs have shown an interest.
Sheffield United have had a couple of bids rejected, while the likes of West Ham, Wigan, Sunderland, Portsmouth and Norwich are understood to have made enquiries.
Birmingham, who have also asked about his availability - admit they have been priced out of making a move.
"We were very interested in Cameron at £2 million, but certainly not at £3.5 million," Birmingham co-owner David Sullivan told the South Wales Echo.
"It's simply not a realistic price, it's too much for someone who has come into the first team and only had a good couple of months.
"At £2 million, he's worth taking a chance on. But not at £3.5 million, and I'm sure there are a lot of clubs sniffing around as he's had a very good season.
"But, like us, a lot will be warned off at that price tag of £3.5 million."
