Campbell has agreed a four-year contract with The Foxes, who fended off competition from Championship rivals Watford.
An initial fee of £1.6million has been settled upon, although the deal could eventually cost Leicester £2.1million.
Foxes chairman Milan Mandaric was happy to present Campbell as Martin Allen's 12th capture of the summer.
"DJ is a player whom we have been chasing for some time, and after long and exhausting negotiations we are delighted to have completed the deal," Mandaric told the club's official website.
"This is a signing that really excites me and I believe he will be a great acquisition for Leicester City Football Club.
"He has great pace and he scores goals."
Campbell scored 12 goals in 24 starts during 18 months at Birmingham, who paid £500,000 to take him from Brentford.
