Left-sided Taylor is one of the best players in the lower leagues, but he is out of contract in the summer and Luton cannot prevent him from leaving.
Taylor is in the same situation as Emmerson Boyce and Matthew Spring, and Kinnear is desperate to hang on to the trio.
"I need to spend more time with him [Taylor], Boycie and Springy," said Kinnear.
"All three of them come into that category and all three of them I'd dearly like to keep.
"It's no secret that agents hawk players around left, right and centre and they tell me which clubs are interested in them.
"Whether there's any truth in it, I don't know. It's feasible that clubs will come and take those three but hopefully they don't. I'd dearly like to have all three of them on board for next season."
Kinnear went on to reveal how highly he rates Taylor, saying: "He's arguably as good as Christian Ziege, who plays the same role for Tottenham.
"He'd be a better player with better players round him as well. But hopefully that's in the future. He's still got a long way to go. He's still learning his trade. He's still improving - there's still more to come from him. And hopefully all that will happen with Luton.
"I'm trying my hardest to keep him here. There's not a day goes by that I don't speak to his agent and just maybe we're making some inroads and hopefully they'll come round to our way of thinking and he does sign.
"He's very happy at the moment with how things are going so hopefully that's a good sign that he will put pen-to-paper and I'm hoping to thrash that out by the end of next week."
Meanwhile, Kinnear confirmed that he is continuing talks with Sunderland over striker Michael Proctor, who is currently on loan at York City.
"I spoke to Peter Reid about Michael Proctor for about an hour yesterday and we'll probably continue to talk on Monday," said Kinnear.
"We're a fair distance away on the valuation. You'd be surprised how much they want for him. But we'll just keep talking and I'll keep enquiring as I am on one or two other players."
