Frazer Richardson has been playing out wide on the right this term for Leeds, however, Blackwell was keen to bring in additional reinforcements.
The Boston-born winger, who has 13 caps for Wales, began his career at Grimsby Town before going on to play for Everton and Sunderland.
Meanwhile, Sebastien Sainsbury's proposed £25 million takeover of Leeds moved a step closer after some proof of funding was provided for the deal.
"We can confirm the consortium met with representatives of Leeds United and have produced to them the first number of documents showing proof of funding," said Sainsbury.
