The Rams, with old boy Colin Todd now helping out as Jim Smith's No 2, have gone 11 matches without a win and are rooted to the foot of the table.
Rory Delap put the finishing touches to some promising early play for the visitors. With 11 minutes gone, the Republic of Ireland defender, playing as a centre forward, strode twenty yards unchallenged and hit an unstoppable 25-yard shot into Tim Flower's bottom-left corner.
Leicester tried to retaliate and Mark Poom did well to beat away a powerful 20-yard effort from Izzet which he would have seen late as it flew through a ruck of players.
Leicester eventually drew level with an almost carbon copy goal after 31 minutes. Izzet shimmied, advanced and hit a thumping shot past Poom.
However, Derby still looked dangerous on the break and a grass-cutting 30-yard effort from Craig Burley had Flowers scrambling across his goal-line and he was relieved to see the shot float inches past the post.
Leicester were now having more of the play but still struggling to create any clear-cut chances and Izzet's long range effort was their first league goal in more than six hours.
Ade Akinbiyi came close to putting them ahead in first half injury time with a header from Frank Sinclair's cross which looped and drifted into the side netting.
Leicester looked more purposeful in the early stages of the second period and Callum Davidson was only just too high with an effort from 30 yards out. Derby then caused a problem of their own making after Simo Valakari was cautioned for encroachment at a free-kick.
Referee Graham Poll then moved the retaken effort 10 yards further forward into the Derby penalty area, and Richard Cresswell should have put the home side in front.
Izzet's decent pass found the former Owls player in space, but he tried to side foot the ball home and a Derby player made a frantic clearance. In a rare Derby raid Valakari was only a foot wide with a shot which fizzed off the sodden Filbert Street pitch.
