Shrimpers boss Rob Newman was keen to add the 20-year-old to his ranks, but Evatt has decided to stay with The Rams, where he has made only one substitute appearance since signing professional forms in 1999.
"Ian is equally at home leading the attack or playing in defence and I wanted to bring him here," said Newman.
"He had a temporary spell with Northampton Town earlier in the season, but decided he didn't want to go on loan again and would prefer to battle for his place with Derby."
Meanwhile, The Shrimpers have begun negotiations with striker Tesfaye Bramble over a new deal at Roots Hall.
Bramble, who leads the Southend scoring charts with eight goals, is out of contract in the summer and the club want to avoid the risk of losing him to a tribunal.
