Spireites boss Roy McFarland revealed late last week that he was in talks with Division One player and it appears that it was the versatile 21-year-old.
The former Rams trainee was released at the end of last season after being regarded by the cash-strapped club to be surplus to requirements.
Evatt can play in defence, midfield or up front as a striker and McFarland revealed that once he became available, Evatt was his number target.
"When I realised that Ian was being released he was my number one target to bring into the club," McFarland told the club's official website.
"He can play in several positions but I see him playing in a central midfield role for Chesterfield.
"There was a lot of strong interest from other clubs so I am delighted that Ian has chosen to join The Spireites."
Evatt said McFarland's influence was the reason he decided to move up the road to the North Derbyshire outfit.
"I have joined Chesterfield because of Roy McFarland's big reputation and positive attitude," said Evatt.
"Everyone at a club wants to progress and I think we can do that.
"Chesterfield has a young side which wants to play football and I think we have a really good chance this season."
