Ian Holloway seems determined to bring the teenager to Loftus Road after Camp impressed during a two-month loan spell at the end of last season.
The Championship new boys had an initial offer for the 19-year-old rejected by The Rams last week.
The R's have now improved their bid for the England youth international but have been met with a firm rebuttal at Pride Park.
Rams director of football Murdo Mackay has confirmed the offer but revealed manager George Burley wants to keep Camp at the club.
"I will be informing QPR that we won't be accepting their bid," Mackay told the club's official website.
"George Burley and everyone at Derby County believes in Lee's potential and as long as he wants to play for this club he is going nowhere for the foreseeable future."
Meanwhile, Derby also confirmed they expect Izale McLeod to complete his six-figure switch to Milton Keynes Dons by Friday at the latest.
