Holmes is being shipped out of Pride Park on a temporary basis to build up his experience with the League One side.
The 17-year-old holds the record of being Derby's youngest-ever player but has made just three appearances this season.
Rams director of football Murdo Mackay feels the midfielder will derive great benefit from his stint at The County Ground.
"Lee is a talented young player who is at the point where he needs first team action," Mackay told the club's official website. "A loan move like this should help him."
The teenager is due to complete the formalities of his switch on Wednesday and is in line for his Robins debut on Boxing Day against Peterborough.
Swindon boss Andy King offered his gratitude to Derby counterpart George Burley for allowing him to sign Holmes.
"Christmas is a difficult time to be bringing players in and thankfully George Burley has agreed to this one," said King.
"Holmes is an exciting player and I remember him bursting onto the scene just two years ago. He has great skill and I hope he can do well for us."
