The 22-year-old is due to hold talks with The Baggies over the weekend after returning from holiday, and looks likely to complete his move to the Midlands next week.
Carlisle are a club in crisis recently, with manager Ian Atkins moving to Cardiff and several players set to follow him out of the Brunton Park exit door, and would welcome the cash boost from the sale.
Albion boss Gary Megson insists that Dobie has been a long-term target of his, and is not seen as a replacement for Lee Hughes, who has been linked with a move away from the Hawthorns.
"I am sure people will put two and two together but that's dangerous and very often turns out to be wrong," said Megson.
"We have a very good scouting system that takes in thousands of games and we've been monitoring Scott for a long time.
"We've spoken to Carlisle and the matter is in the hands of the chairman and chief executive. Hopefully we can wrap it up because he is one of the players on my wanted list."
Dobie was on the verge of joining Albion's First Division rivals Preston last month only for the deal to fall through.
