Whites boss Peter Reid is believed to be a big fan of the Jamaican international and sees him as a bargain replacement for Harry Kewell.
Leeds coach Adrian Heath is thought to have watched the 23-year-old hit-man in action for Preston in last weekend's friendly with Hibernian.
Fuller impressed at Deepdale last season hitting 11 goals in 20 games last season before suffering a serious knee injury which ruled him out of the second half of the campaign.
Any move seems unlikely until Fuller can prove he has fully recovered from the injury and Preston are keen to keep hold of the former Hearts man.
Meanwhile, Reid believes he can help relaunch the career of new signing Jody Morris.
Morris, who signed for Leeds last week on a free transfer, has had his off-the-field problems at Chelsea, but Reid believes he can keep him on the straight and narrow at Elland Road.
"I'm confident this will work out. It's up to me to guide him down the right path," said Reid.
