The highly rated Canadian international has been the subject of numerous bids from Preston in recent weeks.
Despite pressure, Tranmere are refusing to accept North End's advances.
"We would prefer Iain not to leave Tranmere Rovers at present and he and his representatives agree," said chairman Lorraine Rogers.
"We would have preferred these discussions to remain private but Preston have chosen to make them public."
Rovers boss Brian Little is looking for Hume to stay and does not want Preston to come back with yet another offer.
"I obviously wanted Iain to stay and he knows that. He's very level-headed. But I'm also aware of the fact that people are entitled to an opportunity to progress their careers," said Little.
"Iain is one of a group of players who before every game get a message from me to go out and make people watch you play.
"I can't hide from that because I think the likes of Iain, Ryan Taylor and Chris Dagnall will be good enough one day to play at a higher level."
