The 30-year-old's current deal at Deepdale expires in the summer, with both parties having failed to reach an agreement to this stage.
Despite the current situation, manager Billy Davies is keen for the former Fulham midfielder to extend his stay with the Championship club.
"We have made Eddie another offer and we are now just waiting to see what Eddie has got to say," Davies told the club's official website.
"We have spoken to his agent as well and we will see what happens from there.
"Going on the conversations, I would say that it looks pretty good, we have made him another offer and we are now hoping that that one can be accepted and we can get Eddie on board."
Davies is also looking to extend goalkeeper Chris Day's loan with The Lilywhites, with the Queens Park Rangers custodian's current deal set to expire after Saturday's league match at Watford.
