Danny Pugh has become Paul Simpson's first signing at Preston, subject to passing a medical at Deepdale.
The former Manchester United trainee turned down a new deal at Leeds United following their failure to gain promotion via the play-offs.
Simpson has long been an admirer of the left-sided player and has wasted little time in bringing him to Preston on a three-year contract.
The 23-year-old will cost a fee even though he is out of contract and the two clubs are discussing the compensation package.
After joining Leeds as part of the deal that took Alan Smith to Old Trafford, Pugh made 51 appearances for the Yorkshire club.
"He is a player I have always liked," Simpson told Preston's official website.
"I had a few cheeky bids in for him when he was at Manchester United but I was never really at clubs where we had a real chance of signing him."
