The Third Division outfit have agreed a £500,000 down-payment, with a further £300,000 to follow after a number of factors, including The Bluebirds gaining promotion this term.
"The money that we`re getting for Daniel is fifty grand more than we paid for Derek McInnes," said Baggies boss Gary Megson.
"If it had been less money, then we probably wouldn`t have done it," he told the official West Brom website. "We`d have probably erred on the side of caution.
"You have to make these decisions and everybody has an opinion at the time. The easy part is the actual decision-making itself, it`s trying to deal with the consequences.
"But we`ve also managed to get a sell-on clause so we think that, whatever happens, that this is a good deal for this football club."
Gabbidon has been highly rated within The Hawthorns but the Welsh Under-21 international`s failure to impress this season has led to his return to his homeland, where he will be hoping to feature prominently under Gould.
The 21-year-old has been on loan with City but the move has now been made permanent.
