Hughes has been charged with causing death by dangerous driving and failing to stop at the scene of an accident following a fatal car crash last weekend.
On Wednesday, he was bailed to appear before Coventry Crown Court on December 5 and only returned to training on Thursday.
Baggies chief Megson acknowledges the situation has to be handled sensitively and is mulling over his options before deciding whether to recall Hughes for the trip to Forest.
Megson may opt to leave Hughes out of the limelight this weekend and concedes it is difficult trying to do the right thing.
"The magistrates said he is free to go under the terms of his bail and he has come in to training," said Megson.
"It's a tricky situation. I don't want to be accused of insensitivity.
"I've got my job to do as a football manager and these kind of things have to be dealt with by people like myself.
"Someone died, we are aware of that and very sorry about that, but we have to do what's right for everyone concerned, whilst still remembering that."
