The 31-year-old former Liverpool winger was hoping to make a return to The Premiership with Bryan Robson's strugglers.
Diomede spent a week training with The Baggies, but has not hung around to wait and see if he will be offered a contract at The Hawthorns.
The former Ajaccio man has agreed to sign a two-and-a-half-year deal with second division outfit Creteil.
Diomede has seen his career slide since being part of the France squad that lifted the World Cup on home turf in 1998.
A move to Liverpool failed to be as successful as he would have liked, as he barely figured for Gerard Houllier in his two-and-a-half years at Anfield.
Diomede is a free agent after leaving Ajaccio in the summer, but he will be heading for the Paris suburbs for his return, instead of the Black Country with West Brom.
