Baggies boss Bryan Robson has made the England Under-21 international one of his main targets during the transfer window.
Burnley rejected a player-plus cash deal including James O'Connor and Rob Hulse for the 19-year-old last week.
Kilby is now waiting for West Brom to come back in for him, but believes that their interest could now be at an end.
"I spoke to Jeremy Peace (West Brom chairman) last Thursday to tell him our valuations are miles apart and since then I've heard nothing," said Kilby.
"Obviously there's still a chance of them coming back in with another offer, but they are well aware that we do not want to sell Richard and as far as I'm concerned that one's dead."
