The Baggies are ensconced in the relegation places and manager Bryan Robson made no secret of his desire to bring in Chaplow to spark a revival.
Chaplow has made giant strides with The Clarets this term and it took a £1.5 million bid from The Baggies to prise him away from Turf Moor.
Chaplow passed a medical and agreed terms prior to inking a three-and-a-half-year contRact on Monday evening.
Robson is thrilled to have added Chaplow to his earlier signings of Kevin Campbell and Kieran Richardson.
"As a young lad, Richard's got a terrific work rate and a bit of pace about him," Robson told the club's website. "He has the confidence to take the ball in any area of the pitch and can create and score goals.
"I wouldn't have asked the chairman to pay this kind of money if I didn't think Richard could make the step up to The Premiership.
"I saw him when he first got into the Burnley team.
"I had a game of golf with Burnley's former manager, Stan Ternant, and he spoke very highly of him.
"I took notice of Richard then and he is progressing as a player all the time."
