The Baggies currently prop up the Premiership but can still escape relegation on the most dramatic basement battle for years.
A win over Pompey at The Hawthorns could keep them up should Norwich, Crystal Palace and Southampton fail to win.
Number one goalkeeper Hoult injured his groin during the 1-1 draw at Manchester United on Saturday, and Robson will not want to gamble on his fitness.
Hoult looked injured before being unable to get to Ryan Giggs' free kick at old Trafford, and a repeat on Sunday could doom West Brom to the drop.
"Russell has a less than 50 per cent chance," said Robson. "We won't really know until Thursday.
"If his groin hasn't settled down then we can't gamble on his fitness, particularly not in a game as big as this."
Polish shot-stopper Tomasz Kuszczak made a rare appearance at Old Trafford, but impressed everyone with some great saves.
Robson now has no doubts about throwing the youngster in at the deep end in West Brom's relegation decider.
"His temperament was spot on against United in front of 67,000 fans," said Robson.
"He did it very well. His composure was good and so was his kicking. Hopefully he can have that same composure in the game on Sunday."
Kuszczak himself says that the United game was the biggest of his life, and enjoyed the chance to show the Albion fans who he was.
"My first appearance for my country was massive and so was this," said Kuszczak.
"Against Manchester United I had a lot of saves to make but it gave me a chance to show what I can do. Normally supporters only hear my name when I am being announced as one of the substitutes.
"So after the United game I pointed to the name on the back of my shirt so that they know who I am."
Baggies fans will be hoping Kuszczak can make a bigger name for himself by keeping a clean sheet on Sunday.
