The Baggies have been chasing the promising duo all summer but thus far offers for 17-year-old stopper Raynes and goalkeeper Spencer, 20, have fallen on deaf ears.
Stockport boss Chris Turner has warned West Brom counterpart Bryan Robson that he will have to up his offers considerably if they are to force the League Two outfit into a sale.
"I've spoken to Bryan Robson and he has put in a slightly improved second offer,'' Turner told the Express and Star.
"However, we didn't even consider it as the figure is still way below what we would be after.
"I've had a chat with Bryan again since, and he is set to have a meeting with his chairman."
Whilst Liverpool, amongst others, continue to monitor Raynes' development, the player insists he is in no rush to quit Edgeley Park
"It's nice to know people are interested, but I will be happy to stay with Stockport," said Raynes.
"I'm still a young lad and people like Chris Turner and Colin West can really help me out.
"But it's obviously my ambition to better myself and I can't deny playing against Champions League players week in, week out is a way of doing that.''
