The Scottish striker signed a three-year deal with The Baggies this week after an initial £1.25million fee was agreed with the SPL champions.
Beattie admits the time was right for him to move on from Celtic and he is hoping to fire West Brom to the Premier League next season.
"I felt now was the time," Beattie told Sky Sports News. "I had been with my previous club for long enough and now was the time.
"I'm relishing the opportunity to come here and do well for West Brom."
Joining Beattie at West Brom is former Hibernian defender Shelton Martis, who is confident of returning to his best form at The Hawthorns.
"Last year I had a rocky six months. It was hard for me but hopefully from here I can pick it up and become a better player as I was before," Martis said.
The pair are unlikely to be the last new faces to arrive at West Brom ahead of the new campaign.
Mowbray continues to work hard to strengthen but admits at times he finds the English transfer market a little "crazy".
"I'm working extremely hard, making a lot of calls," he added. "Business is ongoing and hopefully we can get some rewards at the end of the next week or two.
"The market is a little bit crazy at times and you can put your own valuations on players but everybody's got their valuations as well and it's hard to get business done sometimes."
