The Uruguay international spent just one season at The Hawthorns - a campaign which saw him signed by Steve Clarke, but work under three different managers.
He was not offered fresh terms at the end of the 2013/14 campaign and has dropped into the free agent pool as a result.
It is now being suggested that he could return to his native South America following eight years in Europe with Fenerbahce, Paris St Germain, Malaga and West Brom.
If he was to open that door, Sao Paulo would welcome the opportunity to bring the 33-year-old back onto their books.
Lugano spent three years with the Brazilian outfit between 2003 and 2006 and is still held in high regard by the Tricolor.
Aidar told TV Gazeta: "The fans have been asking and I would like to have Lugano back too.
"I think we have a chance since we have the approval of (manager) Muricy Ramalho.
"We will have to check the financial aspects.
"There are idols of recent times still playing for Sao Paulo and, if possible, it's obvious that we would look to bring him in."
Ramalho said of Lugano: "Maybe we will be able to get him.
"It will be hard because other clubs are interested, but he is worth a try.
"We are looking carefully and will see what happens after the World Cup."
