The former Chelsea player was in settlement talks over the remaining two years of his Elland Road contract with The Whites before completing a move to the Black Country outfit this summer.
The West Yorkshire side, however, have contacted Wolves to say they are keeping the 28-year-old for the upcoming season - much to the disappointment of the Molineux club.
"It's disappointing and frustrating that Leeds have suddenly made this decision, but things like this happen in football," Wolves chief executive Jez Moxey told the club's official website.
"We haven't yet heard from the player himself that he wants to stay at Leeds, but if this is the case, then we will move on and pursue other targets."
