The 22-year-old agreed personal terms and passed his medical at St Mary's last Friday and the club have now tied up the deal.
The Saints have capitalised on Oldham's uncertain financial situation to snap up Hall for a cut-price fee believed to be in the region of £250,000.
Hall is regarded as one of the best young defenders outside the top-flight and Southampton have beaten off interest from Cardiff and Everton to land his signature.
Saints chairman Rupert Lowe was delighted to have landed Hall.
"He is a talented young player who will add to the strength of our squad," Lowe told the club's official website.
"There were a few clubs in for him so we are delighted he has chosen to come here."
