Folly left Les Verts for Saints two years ago but has yet to establish himself in the plans of the Championship club.
The 20-year-old undertook loan spells with Nottingham Forest and Preston North End last season and has only appeared in the Carling Cup this term.
Saints boss Harry Redknapp is reluctant to sell any of his young players but could be tempted by a loan deal in the New Year.
Ligue 1 side St Etienne were chasing Folly in August but failed to conclude a swap deal involving Lamine Sakho before the transfer window closed.
Les Verts are now planning a bid to re-sign the France Under-21 international in the New Year and hope to get the green light from Saints.
With St Etienne due to lose players to the African Cup of Nations early next year, they want to ensure they have sufficient cover and Folly is a prime target.
