Best undertook a loan spell at Hillsborough at the start of the season and scored once from two appearances before injury cut short his stay.
The 19-year-old is yet to fully recover from the foot problem but is a target for Paul Sturrock, as the Owls boss looks to boost his attack.
Sturrock has unsuccessfully tried to sign Nathan Tyson and Lee Trundle during the past fortnight and could renew his efforts to land Best.
But though Wednesday chairman Dave Allen is willing to stump up £1 million of his own cash to sign the starlet, he feels Championship rivals Southampton will be in no mood to sell.
"If Best becomes available at a reasonable price, I will buy him and it won't cost the club a penny," said Allen.
"I don't hold out much hope of getting him yet.
"We have one or two irons in the fire and are having a look at other things."
The Owls brought in Gaby Agbonlahor on loan from Aston Villa on Friday and Sturrock has confirmed the club are in negotiations with another striker.
